 Article XI FRANK CARVER BURSARY

The financial success of the Fourteenth International Pyrotechnics Seminar organised by the UK Government Pyrotechnics Research Group, in conjunction with the British Pyrotechnics Industry, allowed a Bursary Fund to be established. Additionally, a significant contribution has since been made by the Twenty-eighth Seminar, organised by the Defence Science and Technology Organisation, Australia in November 2001. This fund is to assist young pyrotechnicians to attend and present their work at International Seminars sponsored by the Society by contributing to their travelling costs. The Bursary is known as the Frank Carver Bursary and is administrated by a Bursary Committee under the auspices of the Society.

The Bursary Committee will consist of the President of The International Pyrotechnics Society and at least two members of the United Kingdom Pyrotechnics Community nominated by him to administer the fund on his behalf. The appointed members will serve at the discretion of the International Pyrotechnics Society President with no limit on the length of time that they can serve.

The capital sum will be invested by the Bursary Committee in such a way that part of the income derived from it will provide one award each year. It shall be the aim of the Bursary Committee to see that the capital sum grows. The Bursary Committee shall ensure that the capital is not used to fund the awards. If there is insufficient income for a full Bursary, then the Bursary shall be issued at a reduced amount, or not at all.

Purpose

The Bursary is intended primarily to assist with traveling expenses. Provided that the recipient of the Bursary does not have to pay the registration fee for the Seminar, then the value of the award shall be set at £1000 Sterling (1990 baseline). If the fee for the Seminar has to be paid, then the Bursary Committee will decide if it is appropriate for the award to be increased to include the registration fee. The value of the Bursary shall be reappraised annually by the Bursary Committee taking into account inflation and the income available from the Bursary Fund.

 

Eligibility

    1. The upper age limit for recipients of the Bursary award will be forty years at the time of submission of the paper; and, the recipient does not necessarily have to be a member of The International Pyrotechnics Society.
    2. The paper will be submitted for oral presentation, and the organizers of the Seminar will ensure that it is so presented;
    3. The Bursary is a travel award and the further restriction exists that, normally, persons from the country in which the Seminar is being held will be ineligible for consideration. However, the Editorial Committee of the Seminar, in conjunction with the Bursary Committee, may override this restriction at their discretion, particularly where large traveling distances to the Seminar may be involved.
    4. The recipient of an award shall not be eligible for future awards.

 

Notification and Award

    1. The organizers of the individual Seminars, prompted by The International Pyrotechnics Society, shall be responsible for advertising the awards at the time of the first call for papers. The Editorial Committee of the Seminar will be responsible for selecting the award recipient on the basis of the quality of the papers submitted for oral presentation and notifying the Chairman of the Bursary Committee of its decision. The Editorial Committee's decision on this will be final.
    2. Persons who wish to be considered for the award should notify their intention to the Editorial Committee of the Seminar after the first call for papers and submit their written paper four months before the date of the Seminar.
    3. At some time during the Seminar a period will be set aside when the President of The International Pyrotechnics Society will introduce the award winner who will make an oral presentation of the winning paper.
    4. The award winner will receive a certificate stating the he/she has won the Frank Carver Bursary and presented his/her paper to The International Pyrotechnics Society Seminar on that date.
    5. The organizers of the Seminar will record the winner of the Bursary in the Proceedings of the Seminar.
